Start observed counts job

Creates a job to generate an observed counts analysis. Returns the number of observed vehicle passes through road segments in the selected zones for the date/time window, with vehicle class, vocation, and fuel-type breakdowns. Set generateTimeSeries to true to produce time-series breakdowns.
