Start vehicle distance traveled job

Creates a job to generate a vehicle distance traveled (VDT) analysis. Returns observed distance traveled by commercial vehicles for the selected zones and date/time window, with breakdowns by fuel type, industry, road type, vehicle class, vehicle year, vocation, and fleet size. Set generateTimeSeries to true to produce time-series breakdowns.
